Poland got pounded by the German - Polish Customs war, a sort of sanctions trade war upon Poland by Germany following WW1.

Poland didn't win WW1, and had just been re-born after 123 years of not existing, in the Partitions of Poland, by Germans, and to a lesser extent Russians.

Keep in mind Poland at the time was pretty Authoritarian too, as well as anti-Jewish in legislation.
