We’ve had homeless encampments all over this country for a long time. While dumb Joe is certainly partially responsible, both criminal gangs are complicit.

In Mpls they are allowed in winter to ride the bus or light rail for free as long as they want.

Nothing advertises the benefits of mass transit like getting accosted or the smell of urine.
