The U.S.-led coalition sent 177,194 troops into Iraq during the initial invasion phase, which lasted from 19 March to 1 May 2003.

After we took control of Iraq, and ran the Iraqi government, we searched every nook and cranny of Iraq for WMD's, and as I already said, we didn't find anything more than a few lost or discarded weapons in the garbage.

You could even say we found more WMD in Iraq, than Trump found voter fraud in 2016 or 2020.

Cheney was hired by Halliburton to lobby his Washington contacts to lift sanctions on Iraq, Libya and the Stans. He basically failed except for Libya so he had something to prove.. Iraq was in tough shape because they hadn't done any reserve mgmt in 20 years and there was a danger of losing those wells forever. He pleaded with the US to lift the sanctions just enough to let Halliburton come in and do the work in 1998.. The cost was estimated to be 20 million which is a far cry from the trillion dollars the war cost us. So yes , Cheney was cherry picking the CIA intelligence to make his case for war.

The Brits did the same thing with Operation Mass Appeal from 1997-2000 to sell the war.

I have always wondered why those damned fools didn't know the oil business HATES a war zone and everything becomes COST PLUS.
