I see what he did there. Notice that Biden did not say that he has cut the cost of health insurance. He is claiming the rise in healthcare costs is $800 a year less than it otherwise would have been.
So the fact remains that health care premiums are still rising out of reach. How this adds up to "no American has to face a choice between health care and putting food on the table" is beyond me.
