It is not that. It is people who are better being denied. The U.S. military has more freedom of battalion and smaller units making decisions. Other nations do not. It comes from the top. We are slowly being destroyed.

People make these decisions. Likes, dislikes, favoritism, enemies, do exist within any organization.
I was in the military. It can sometimes depend on who you know and personal bias does exsist. Yes they will review your record of service. Testing and evaluations are mostly similar for those at the top. Yet, when most are quite similar, then it becomes a coin toss. Bias does exist and who you know can help that will tip the scales in your favor.

Sometimes you need an outside opinion to be fair about. Did Biden choose a woman because he wanted to promote a woman to a higher position. Maybe but then it is also a matter of can this person do the job. Both candidates may be able to do the job. yet only one can be promoted to that position.
