In March 2021 when the American Rescue Plan was passed that provided funding to deal with covid-19, we were knee deep in Covid-19. Deaths from Covid was averaging 18,000 a month. Over 29 million Americans had tested positive for
COVID-19. The United States also faced the greatest eviction, unemployment, and hunger crises since the start of the pandemic. Over 30 to 40 million Americans faced a risk of being evicted from their homes by January 2021 and the SNAP program was running serious short of funding's. Vaccinations which began in Jan 2021 was not funded for the year. The need at time was clear.
What was needed in March of 2021 was economic stimulus and funding Covid-19 relief and that is what the American Rescue Plan provided. In addition to monthly checks to Americans, the legislation provided emergency grants, lending, and investment in small businesses, expanded access to COVID-19 vaccines and testing, economic relief that has kept millions of children out of poverty, preventing evictions and foreclosures, etc... The American Rescue plan began phasing out in Sept 2021, with elimination government paid Cobra, and elimination of extended federal unemployment. The direct payments to Americans under the the plan ended in Dec 31, 2021. Most other parts of the legislation will phase out in 2022. Phasing out the American Rescue Plan and other Covid programs are largely responsible for the 800 billion dollar decrease in federal spending in 2022.
In March 2021, inflation and high gas prices were an not an issue, Covid-19 was. Unemployment was 6.2%, Average Gasoline price was $1.92, and inflation was 2.9%.
