Biden is a better choice than Trump when it comes to race because Black people are about as likely to listen to Trump as they are the Grand Wizard of the KKK. Biden can certainly be a united, he can be a safe, a trusted voice, but he can also signal a return to some sanity around race politics for many people who have been turned off by Trump.
Riot control measures used by the police usually fail when there is severe anger with a legitimate cause. The greater law enforcement the more people that turnout. Innocent bystanders, usually young people are attracted to excitement which adds to problems. The surest way to stop the riots is to effectively address the reason of the protests.
