It's much more difficult to prosecute and convict an employer because the prosecution has to prove beyond a reasonable doubt that the employer knowingly hired an illegal alien.

To convict an employer, the prosecutors do not merely have to prove that the employer hired an illegal alien, they must prove that the employer knew that the employee was an illegal alien.

And there's also loopholes. For example, a shitload of illegal aliens work at Walmart, but legally, Walmart is not their employer. The illegal aliens are hired by fly-by-night private contractors.

Did you know employers cannot question the authenticity of any documents provided for proof of citizenship?
