That is way to simplistic. that may be true in instances of a large factory or poultry plant somewhere, but where I live in California Illegal immigrants carry fake Social Security cards, Birth Certificates etc. There is a business in all of that.
If you are an employer and someone gives you a SS number are you going to profile them and question whether it is real or not? just because they might be Mexican or Guatemalan?

You have to stop immigration at the border to the point that it becomes difficult and they stop trying. Identity and Lawful Status Requirements
Non-US citizens are required to present valid immigration documents in person at a Customer Service Center to prove identity and lawful status in the United States.
