Yes, the rocket attacks by Hamas are considered war crimes because they are indiscriminate weapons. Israel, on the other hand, has more sophisticated weapons and the IDF deliberately targets civilians way more than Hamas does.

If Hamas could somehow control and guide these rockets and target only Israeli military sites and Israeli settlements, then they would be perfectly legal, according to international law.

Israel goes far out of its way to avoid civilian casualties. It actually notifies the people living in target building ahead of time by phone, then uses low-powered “roofknocker” rounds as a last ditch warning before launching full powered rounds. The Palestinians, on the other hand, launch barrages of large bombardment rockets at Israeli civilian targets without warning,

The Palestinians have never paid for the utilities Israel has provided despite getting over FIVE BILLION dollars of aid from the UN and many countries over the last decade. Not a dime of that money was spent on power or desalinization plants or fuel pipelines into Egypt for Gaza. Not a dime was spent for shelters to protect Gaza’s civilians. If the Gazans would stop launching massive rocket barrages into Israel that could happen. The Gazans don’t want peace, they already have self-determination, they used it to elect Hamas as their government.
If I ran Israel, I’d give them exactly what you propose. I’d permanently close both border crossings from Gaza to Israel, permanently shut off all utilities and ignore the rocket barrages. Let the Gazans depend on Egypt for all the things Israel now provides. No more Israeli jobs for Gazans, no more medical care in Israeli hospitals for Gazans. Just leave the Gazans alone to depend on their fellow Muslims for succor. Fortunately for the Gazans,the Israelis are nicer than I am.

Documents exclusively obtained by NBC News show that Hamas created detailed plans to target elementary schools and a youth center in the Israeli kibbutz of Kfar Sa'ad, to "kill as many people as possible," seize hostages and quickly move them into the Gaza Strip.

The attack plans, which are labeled "top secret" in Arabic, appear to be orders for two highly trained Hamas units to surround and infiltrate villages and target places where civilians, including children, gather. Israeli authorities are still determining the death toll in Kfar Sa'ad.

The documents were found on the bodies of Hamas terrorists by Israeli first responders and shared with NBC News. They include detailed maps and show that Hamas intended to kill or take hostage civilians and school children.
