What I saw was likely the woman, who is a nobody, was talking ALONE with Biden, which is dangerous, so Jill hurried over to get the woman away from him because Joe looked lost. She was rather insistent he went to the left, even taking both hands to pull him away. And then he preceded to go to the right anyway to where no one was, at which point you can see he is confused.
