Similar to how the "pandemic", which really wasn't that big of a problem, but they made it sound like the end of the world, which is them (the WEF, the global elites, Powers That Be..etc) creating the problem. Then the masses got scared and asked the governments (they didn't know that governments were the ones responsible for problems in the first place), at which point the elites be like, "Don't worry, just take this and that measure here that we have come up with, and you will be completely safe again".
