Similar to how the "pandemic", which really wasn't that big of a problem, but they made it sound like the end of the world, which is them (the WEF, the global elites, Powers That Be..etc) creating the problem. Then the masses got scared and asked the governments (they didn't know that governments were the ones responsible for problems in the first place), at which point the elites be like, "Don't worry, just take this and that measure here that we have come up with, and you will be completely safe again". Of course, these "measures" only offer very temporary relief, but they all entail the eventual, massive loss of liberty, freedom, prosperity (in the form of failing small businesses, which were in competition with the globalist elite money)..etc etc. It's all planned, and it's the unholy collaboration between governments and big money.

The best way would be house to house searches, workplace raids. Class to class searches in schools. Room to room searches in hospitals, assisted living facilities. Follow that up with valid hunting permits along the border.
