Beheaded James Foley guy looks a LOT like this killer, what is going on?

They guy that got beheaded yesterday by ISIS his name the media claims is James Foley and they claim he is a journalist. But the guy in this video looks too much like James Foley, and he admits to killing Iraqi civilians and his name here is Garret: (15 minute mark of the video)

I have seen his photo next to a photo of James Foley in his orange jumpsuit. Its another guy who was captured as well, I think.
