Why cut off? Perhaps:
"Nehlen, who became a lightning rod for his anti-immigrant views, has escalated his rhetoric in recent days with a number of incendiary tweets."
...but the guy (Bannon) who wants to burn it all down agrees with every word of the tweets. Bannon wants to attract people who agree with these tweets privately, not force them into making a stand right now by dragging these vile ideas into the light.
The protocol is being established for the altskees (big fans of Russia, as it turns out). It's not very complicated. It goes something like this:
