I think it's close to call - and probably boils down to preference.
Although I think The Who has more talent, LZ was more "ground breaking" - so for talent, The Who.
For music history impact, LZ. (how's that for a non-answer!)

While I like both, I will have to go with LZ. They are one of my favorite bands. I like a lot of Who songs too though. That's a tough decision.
