Ever hear of PII? I once got into an argument with an FBI agent who wanted information on one of my potential recruits without a warrant when I worked in Navy recruiting. I did the literal, "come back with a warrant" when he started becoming an asshole about it. My XO and CO backed me up. The Privacy Act applies in that case. He never came back.

The school board was not prevented from making a statement free of personal information by the law you cited in general.
