While not yet in the record books Obama has prevented a 2014 Republican blowout by postponing implementations/decisions on Ocare, immigration and an unknown number of minor/other issues whose affects on local/close races might be critical. This appears to be the George W. Bush second term strategy on steroids.
Adding in surprises, most of which will be bad what can be expected?

whether bad will be influenced by the Nov. 4th election results, if the republican wave falls short of a Senate takeover with minimal gains in the House the strategy will at least appear to have had a positive result - with a renewed momentum to finish the job.

if not, nothing is really lost and playing defense in American politics works well leading into the next 2016 Presidential election.
