Of course not. It will just keep those 8 from doing it again. If that's what it takes then lock 'em up for life, no parole.

Gun smiths have been making guns one at a time for ever legally,link wouldn't work, if they were selling to gangs,then no,there are lots of homemade guns everywhere,I know of sever top notch gunsmiths,if you have the cash they will build you what you want.
