In such cases as rape or incest, then I'd suggest that immediate action should be taken by the victim if a rape or incestuous situation occurred. After a deadline set by the medical field has passed, then the child will be carried to term as a requirement after the deadline was ignored by the person or person's involved.
12. Diplomacy before war or the backing of wars concerning our foreign policy on wars. We should always exhaust all diplomatic efforts concerning wars or the rumors of wars in the world.
