He had to make up a LIE that we were in a declared war with the government in Venezuela, and claim the Alien Enemies Act allowed him to ship these particular gang bangers to be held in an ElSalvador prison. He could do that under immigration law, but it would have required due process before imprisonment....so he skirted the law by lying about a declared war.
