Start with the ones in prison. Issue warrants for them from a federal court.
Then start collecting the free ones with warrants.
Then the ones in States with willing governors.

And cut off all law enforcement funding for any state, city that refuses to cooperate.

I'm not a fan of the feds being able to bully States via Federal highway money to impose the 21 year old drinking age, so I am not a fan of bullying them for this.

I agree with that because Federal Highway $$ is completely unrelated to a drinking age. In this case they would be withholding federal funds from the state/local LE agencies that are directly refusing to cooperate with Federal LE agencies.
