Probably China. They seem to have the motivation and drive.
 
Large militaries are obsolete, so in any case it's irrelevant. All those fifth generation stealth fighters, aircraft carriers, etc. won't save you from nuclear armageddon. Speaking of fifth generation stealth fighters and other such expensive toys; good luck producing them in significant numbers in the event of a serious armed conflict.

Yes, they can. But they should be armed as WWII armies either. And, therefore, it's for the second stage of WWIII when the modern industry in all countries is already destroyed.
