Depends on what you mean by opening the box. Democrats have been very skillful over the decades currying favor from black voters and then not fulfilling their promises. Yes, the box was opened a little crack in order to curry more favor and they keep on finding ways of doing things like this and yet never fulfilling any of the promises they made. Sooner or later blacks will realize the well has been dry dating back all the way to day one and it's always been a lie to buy their votes.
