While I'm not Catholic, he's referring to all Churches and Secular Governments as well as his own Church. He's correct that the institutions that hold society together are being destroyed from within as well as from outside the churches, governments and families. I saw a recent comment from Ben Shapiro stating from a recent poll that youth who believe they are gay has doubled over the past 3 years from about 3.6% of the population to 7.2%. This proves the church's points that being gay is not biological nor DNA driven. It's manipulative devils called teachers, politicians and basic degenerates in society that have confused young people (and older too) creating the reprobate mind change depicted in Romans Chapter 1.
