No none of the big cities are and I can't remember right now because I've done a lot of traveling.
Pittsburgh, Washington DC, and Cleveland I can think of and none of those are really safe cities.

I have been to NYC many of times! Probably all of the boroughs.
I think that Ellis Island is much more safer than Manhattan.
(In case, no one knows what Ellis Island is, it is where the Statue of Liberty sits.)
When I was much younger, I loved going to NYC! It is also known as "The City that Never Sleeps". I am sure it's taking a nap, after holding that title for many decades now.
