Spending that voters agree with. I think you missed Tuesday’s elections.

Then the way to do it is pass a CR to get people what they need to survive, then write a new spending bill. One of these things happens:

1. The parties hold their lines, the subsidies expire and people don't think the increases are really all that bad.
2. The people realize the democrats set the subsidies to expire and blame them for not making them permanent when they had the chance.
3. Extending the subsidies is enormously popular and Congress hammers out a deal to do it. Democrats are prevented from larding up the bill will trillions of new spending.

In the meantime, people don't starve. But, Schumer apparently wants to flex more than feed.
