There is something very shady about that. Why would multiple attempts to digitize have failed? This isn't the Obamacare website, and even that was fixed.
Somehow, someone making decisions was getting some of that $130 million. Bureaucrats believe they are low-paid by an unfair system, so they can be bought cheap.
