I didn't see anything in there, said or implied, to make anyone think GT was calling the billboard art.

That's why I simply repeated my response to him, maybe the density will give way to the second blow (pause)

Obviously Frank had every sensitive bone in his body offended by a couple words on a billboard that he'll never see in person and can't believe that anyone would dare post religious views that aren't the same as his.

Hence the stupid blabbering about art and piss.
