If they were that stupid then yes. Can’t say for them, but for us it was made clear how it worked during a shut down because everyone knew it was coming. It did and we got along fine.

Federal Employees do not lose pay during a shutdown
Congress pays them for not working and gives them their back pay

The checks go out. People still get their Social Security, Vet benefits etc
But services stop. New claims are not processed, anyone with problems or questions about their benefits is out of luck. Medical claims get deferred

Congress pays them for not working and gives them their back pay

They had to sue for their pay the last time.
I responded mostly to his idea that there could be a shutdown for 5 or 6 months.
