Trump abused his office and was guilty as charged, they just didn't feel like removing him for it.

They just didn't feel like admitting that such blatant abuse of office ammounts to good enough reason to be removed from office. Many Republicans like Rubio said that it will be up to voters, not Senate to remove Trump from office.

Trump's OMB director publicly admitted that the hold to Ukraine was directed by Trump and OMB has NEVER submitted to Congress the required official reason for millitary aid hold up.
GOA clearly established that Trump's hold of aid was in fact illegal.
As all of the administration's witnesses testified - millitary aid hold up was to pressure Zelensky into public investigations of Bidens before 2020 election.
