Mueller looked for a criminal conspiracy, because collusion is not an actual crime. While he found several instances of collusion between the Trump campaign and Russians with ties to Putin, he didn't find enough evidence to recommend a charge of criminal conspiracy, and none were ever filed.

Yes. This is America, you can sue anybody. Doesn't mean you'll win or even get your case heard in court. But you can file suit.
