He has immunity for officials acts and why would you require him to testify for anything? Timing has nothing to do with it. Perhaps I am lost in the discussion, but Clinton was a civil trial, not criminal. I think you missed that, as per usual.5th Amendment is not applicable as he cannot be prosecuted.
You can force a President to testify. He was a private citizen at the time. this does not relate to Presidential immunity.
