A consent decree is a legal document entered into by the public sector to recruit and prepare protected groups (Women, Ethnic Minorities, African Americans, gays and lesbians) who were rarely hired by public agencies and had been discriminated against for decades.

The decree states that the Hiring authority would reach out to these communities and work to have the demographics of the political subdivision reflected in public employees. No quotas were set, something the ignorant also don't know, or know and don't acknowledge.
