No, that just isn't true. Nobody but a few parents got their kids out. All the rest were locked down.
I've read several reports they were escorting students out while waiting on the tac officers to arrive. Even the that guy Carranza who was complaining said they were. One report:

Authorities say the 18-year-old gunman who killed 21 people at a Texas elementary school was in the building for over an hour before he was killed by law enforcement officers.

This one says he was barricaded in and they were waiting on a tac team to breach the door, meanwhile they were escorting students and evacuating the rest of the building. The nearest tac team was the Border Patrol, and they went right in when they arrived. Other reports say the same thing. As somebody already pointed out, the guy wasn't shooting for the whole hour.
