Visitors do not need consent. Consent is also implied as when you visit a men's toilet.
Criminals must be judged in a court as criminals.

Will you post the law about citizens entering the capitol since I have been inside it and never was accused of being a criminal. Senator Feinsteins Senate office gave me a pass for merely asking for it. They did not ascertain if I was a past criminal or not.

The capitol is the public set of offices and meeting rooms owned by the public. We own it, we can visit so how can that be a criminal act? Can you be a criminal for entering your own home?
