It so often is the better part of valor to flex with the wind than oppose the wind like the last thing one needs to hear from their receptionist is; "Senator, there are three federal Marshalls @ my desk & they told me that they need to speak to you NOW"! This is only compounded when one has the Top Gun gunning for dissidents!!!

Had Trump carried out his promise right away, the war would already be over (according to Trump).

The longer Trump waits, the more people are killed. So those deaths are on Trump's head starting just days after he was declared the winner.

And the Constitution (and 9-0 supreme court decision) says the president doesn't have to power to impound funds. AKA he can't not spend money appropriated by congress. So he needs congress (and the 60 votes in the senate) to shut down the DoE.
