Mahmud Abbas is the President of Palestinians, most official person.
He rolled the money for the Munich massecare and he chose to say that
a couple of days before the anniversary of The Yom Kippur War (Yom Kippur is tomorrow).

Now he's a politician,you don't expect him to say in plain words: "kill the jews". Instead the Palestinian president praises 'Ribat'- religious war, fortifying in mosques and Jihad against infidels
Given the context above and the current riots by Palestinians in Jerusalem- this is a clear blood libel against "filthy jews" in Jerusalem at least.
