dude, are you saying four inch and 12 inch pipes are affected by garbage disposals? hmmmm, I would venture a guess that the issue is in the smaller two inch in building pipe than outside in the wider pipe. It would be mixed with poopies that come from the toilets at that point and taken away. Unless poopies aren't allowed in NY any longer as well.

Why would they ban garbage disposals? They certainly are far more sanitary than the alternative. Cans full of rotting garbage in the street certainly aren't good for public health.
