Actually, the answer is increased economic development in those communities. The white banks in Philly full of black people's money need to invest in businesses from entrepreneurs from those communities and the city needs to provide the same TIFFS and Tax Abatements whites get when they put businesses in cities.

Knock it all down and start over beginning with making the street wider and perhaps some room for garages.

It is not that easy to knock down homes. If there are just a couple of occupied row home dwellings left on a long street, knocking them down may take a long long time to do. There is a power in those inner-city areas.
