Mostly political reasons. The goal of the operations is denazification of Ukraine. It means, that all Banderlogs should be killed. And it is much easier to kill them when they are in trenches rather then they are among civilians in the now-Russian cities (and have all rights of the citizens of Russian Federation). If you annex territory with twenty million population, with ten million more or less openly hostile and significant financial support of the more or less united West - it means that you just got at least one million of potential terrorists, or one hundred thousand actual terrorists and saboteurs. So, it dictate the tactics - don't bite more than you can chew. Biting the pieces of few million, mostly pro-Russian population, with further careful chewing (meaning - searching and elimination of all potential terrorists), while the Army eliminate Banderlogs in the trenches and preparing other regions for annexation or "peaceful" de-nazification - is the way how the problem suppose to be solved.How do you explain your inability to defeat a much weaker foe?
"Money talks, BS walks" as Americans say. 5+4+12=21 million roubles (plus additional bonuses if the death was really heroical) can't return her a son, but it can make uncomfortable situation a bit more comfortable. I mean if the USA were fighting against Californian secessionists (who decided to join Shanghai block and deploy there Russian and Chinese forces, including medium range nuclear missiles) - one could take one side or another, but everyone understands why there is the fighting and why it is unavoidable.
