But we have seen and are watching on highly prone to personal legal actions, and most of these expenses in representation have been paid by donors, so free legal is a big benefit, if you can attract it. And, if the donors think you are or will be in a position to pay back with political favors, the free money will be there, so the general feeling on any type of legal action becomes not why, but "Why not?" It is a sorry state of affairs, but it is what it is, and I have no idea how to change that, as it would be part of tort reform and politicians seem to hate to be involved in that conversation, accept on the theoretical basis, as it affects all civil liabilities.
