They still can't do line item bills. They give agencies blocks of money, it might be broken down to personnel, maintenance, supplies ect, there's a lot of discretion given to the agencies. But very few actual audits. What they need to end is "use it or lose it". Agencies tell their people to spend all outstanding monies before the end of the FY, or they won't get more the following year.

There was an infamous federal judge from Florida, Alcee Hastings, appointed by Carter, who was impeached for bribery and perjury, was tried by the Senate, convicted, removed from office, and then was later elected to Congress.
