You have a lot of faith in the IRS to use 80,000+ staff correctly and efficiently. From whence springs your blind faith, given that this is a government agency with tremendous power over the citizens, something not known to be true in the US government? Bottom line, they don't need to double their work force.

Standard government lack of efficiency. Note that you can get through to a massive private company's customer service a lot faster. Note also that you are still on the hook if you take an IRS agents incorrect advice.
