This will come down to a mental illness issue. He worked for the CIA. That means he was vetted and extremely well.
He attacked with a 6 shot revolver which means he is out of ammo in seconds and expected to be killed. His goal is suicide. This all indicates mental illness possibly schizophrenia or some form of psychosis with major depression.

Why did Biden let him in unvetted after his historic clusterfuck in Afghanistan? Start there.
He was part of Trump's CIA programs which Trump granted asylum to him. Show me a single thing in this guy's history before coming to the United States that should have been vetted by Biden after Trump employed him and granted his entrance into the US. This was Trumps live grenade that went off.
