Not quite.... The poverty level for eligibility is so low that it would hardly be honest to call them working class. Most of those programs are managed by each individual state according to income levels. Even there a tremendous amount of fraud pervades the system.

They want to cut $2 trillion from the Federal budget. The only way to do that is massive cuts to Medicaid.

And no, it won't all be fraud, waste, and abuse.

The resolution calls for $2 trillion worth of federal spending cuts, $880 billion of those coming from the Energy and Commerce Committee specifically. Democrats and moderates have raised concerns that these cuts would end up slashing Medicaid coverage.
