This looks like a domestic situation. In countries with proper gun control a row leads to a few doors getting slammed and a night in the pub. At least only one child was slaughtered this time.
A country of 350 million people and there are homicides? Wow, that is news, Wales and London have three times the number of homicides as New York City.

Homicide is a crime of young males.
Murder is a willful act.....it is increasing in the U.K. and going down in the U.S....so that theory of yours is blown to hell..... Murder is committed primarily by fatherless boys and girls who become sociopaths.....Britain is now creating those very fatherless boys and girls and they are becoming sociopaths.....see for reference the book "Life at the Bottom." The increasing violent crime and murder in the U.K. highlights this fact....and the police state they can't stop the increasing...yes increasing, flow of illegal guns into the country......so gun murder is going to go up as the years go by...their fatherless boys and girls are currently knifing each other to death, and the illegal guns will slowlly get into their hands too...

It's a safe bet that it wasn't the intent, but a Tuesday afternoon MSNBC report on the latest unrest in Venezuela made a very good case for why the Second Amendment, giving citizens the right to bear arms, is very important. It happened during a report by Kerry Sanders from Miami updating Andrea Mitchell on the latest news about the troubles in Venezuela.
Here was Mitchell's lead-in:

So if the military have the guns, they have the power. And as long as Nicolas Maduro controls the military, he controls the country...
