People would buy prepaid gift cards and use those gift cards to make their donations. It was a way for donors to skirt donation limits. I'd guess that lots of the money came from retirees worried about SS. Also, the name of employers must be disclosed when making political donations so, if I was worried about having my employer know of my donation (some Right-wing political group like Take Back Action Fund might get those donation lists) I might claim I was unemployed too.
