No it doesn’t. Most people don’t blame their Congress person. They blane all the other ones. It’s how Congress can have approval ratings in tne teens and yet most of them get relected over and over. There are like 25-30 seats that are even considered vulnerable at this point. The Rs lose both houses likely but they aren’t losing anywhere near 100 seats.
