They would have to establish that George and the couple earlier knew they were passing a bad $20.... the feds are looking for the counterfeiters and not the people being scammed by them to unintentionally launder the money for them.
The Minnesota cops were responsible for Minnesota law, not federal law.... the Feds would come in later, if it was worth it.
