So the valid projects for aid to foreign countries can be handled under the State Department. Now that State employees have to come back to the office and work full days, there will be a lot of superfluous employees. Assign some of them to foreign aid.

This is necessary due to the over saturation of government agencies and employees, it's still not an event people should celebrate on a personal level.
